Policy/Legislative Survey for 2006 - Action Items

The California space Authority (CSA) is committed to bringing the perspective and priorities of the space enterprise community to Federal, State, and regional policymakers. As a basis for beginning, we have used the recommendations identified as a result of the 2004 California Space Enterprise Strategic Plan. We ask that you review these action items and prioritize them for us by pointing out those in need of the most immediate attention. There is also a location for you to add any addition ideas that may not have come to the surface through the planning process.

Monitor the implementation of 2004's Workers' Compensation reform package and obtain from CSA membership recommendations for further improvements to the system.
Reinstatement of Manufacturers Investment Credit (MIC) or adoption of similar incentive, providing at least a 6% tax benefit.
Monitor State environmental regulation efforts and advocate for air, water, endangered species reforms that allow for sensible implementation, including improved mediation channels when disputes arise.
Expand state spaceflight tax exemption to include spaceport development and operations.
Revise the enabling legislation for the California Infrastructure Bank to facilitate funding of a broader range of aerospace-related projects.
Build/implement a"pursuit" process for identifying/recruiting out-of-state missions or programs that could benefit from locating in California so as to take advantage of the end-to-end space capabilities found here.
Seek legislative opportunities to broaden space market demand among consumers by advocating for space technology uses.
Advocate that the State designate a lead agency responsible for manufacturing competitiveness and ensure that it interfaces with the U.S. Department of Commerce Manufacturing Secretary.
Seek that the State modernize its Research Bureau definition of"manufacturing" to reflect today's manufacturing environment and high technology processes.
Urge the State Budget Analyst's Office to develop a formula supporting the true cost/benefit analysis of California manufacturing.
Develop and propose policies that enhance California's research and development competitiveness by facilitating industry/university research partnerships, e.g. policies addressing ITAR-related university issues.
Advocate for State research and development tax incentives, including research and technology manufacturing process enhancements.
Advocate for funding reinstatement for the California Space Grant Program and CalTIP.
Partner with the State to develop high school space academies featuring partnerships with local universities and out-reach links to local elementary schools.
Partner with the California State University system to develop an accelerated teacher certification process for retiring space engineers.
Advocate for full restoration of Employment Training Panel funding so as to assist in workforce development and competitive training.
Continue with California Space Day in Sacramento, coordinate familiarization visits to key space enterprise assets for staffers and legislators, and advocate establishment of a State Legislative Space Caucus.
Organize a summit between the Governor and key California space CEOs, seek State Administration point of contact or participant on CSA's Space Enterprise Advisory Council, seek California space endorsement video from Governor, and obtain Governor's participation in at least one CSA event.
Work toward a Governor-hosted space summit to address retention and support of California space assets, space R&D and technology innovation, manufacturing enhancements, and space education and workforce initiatives.
Seek space enterprise representation on the Governor's California Commission on Jobs and Economic Growth.
Partner with State economic development policymakers/stakeholders, serving as a resource for space enterprise-related economic development to the Secretary of Economic Development, CalBIS (Business Investment Services), the California Commission on Jobs and Economic Growth and the California Economic Strategy Panel.
Seek a State match for all federal dollars invested in California to support the space infrastructure.
Foster a continuous, ongoing dialogue between the California Business, Transportation, and Housing Agency, the Office of Military Base Retention and Reuse, California's space-related military bases and local community groups support space-related bases.
Seek a State liaison to the Southwest Defense Alliance and to the California Defense Alliance, both focused on the protection of California's range and test infrastructure and flight corridors.
Seek that the State interface with the Next Generation Air Transportation Commission and expand its dialogue with the Federal Aviation Administration/Office of the Administrator of Space Transportation to better understand next-generation spaceport needs, space-planes, and space traffic controls.

Support changes to the Patriot Act that remove unintended impacts on space enterprise, e.g. inhibiting student rocket launches.
Promote the Small Business Innovation Research program within the Department of Homeland Security.
Develop and propose policies that enhance U.S. research and development competitiveness by facilitating industry/university research partnerships, e.g. policies addressing ITAR-related university issues.
Support full funding for NASA and for NASA's funding of the University Space Research Alliance.
Advocate greater space-related research investment via the Office of Defense Research and Engineering, federal laboratories, the Defense Advanced Research Projects Agency, and others.
Seek Federal research and development tax incentives, including research and technnology manufacturing process enhancements.
Propose government"add-on" for Independent Research and Development investment in proposals for government space contracts.
Advocate support for workforce development within government contracts, evaluating as models U.S. navy laser program, NASA's out-reach/education set aside, and the Moon-Mars Initiative.
Continue Space Week in Washington, DC, coordinate familiarization visits to key space enterprise assets for staffers and congressional members, and advocate the establishment of a Congressional Space Caucus.
