RESOLUTION NO. 02-02-1965
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALIFORNIA CITY ESTABLISHING A POLICY SUPPORTING SPACE TECHNOLOGY and AEROSPACE DEVELOPMENT and EMPLOYMENT IN CALIFORNIA, THE ANTELOPE VALLEY, and KERN COUNTY
THE CITY COUNCIL OF THE CITY OF CALIFORNIA CITY RESOLVES as follows:
WHEREAS, large clusters of space enterprise manufacturers have settled in California, the Antelope Valley and Kern County, thereby making this state and region one of the few in the nation with the end-to-end Capabilities of research and design, manufacture, launch and systems management; and
WHEREAS, our community has long benefited from the jobs and economic growth that has occurred due to a prosperous space enterprise climate in California and conversely it has felt the severe economic impact when those jobs have left the area; and
WHEREAS, at least 40 countries and 18 states are eagerly competing for a share of the expansion of the worldwide space market, thereby creating competition to our community in its ability to retain and grow space-related industry and jobs; and
WHEREAS, in addition to the jobs and revenues created by space enterprise in our community and our neighbor Edwards Air Force Flight Test Center, we recognize that we host a tremendously skilled workforce within our boundaries, who are currently now engaged in aerospace research and development or who can work tomorrow if the jobs were available, poised to assume a vigorous proactive role in promoting and addressing space enterprise needs throughout the state;
NOW THEREFORE BE IT RESOLVED that the City Council of the City of California City does hereby support the development of space enterprise consistent with prudent environmental sensitivity and minimal regulation in order to retain and grow the prestige, jobs and associated economic benefits of a robust space enterprise community, and will support and foster the development of appropriate space enterprise activity in our community, including space education and job training, flight infrastructure development and preservation, academic research and development, applied research, space business development, economic diversification, space vehicle launch activity and space-related tourism; and
BE IT FURTHER RESOLVED that upon adopting this resolution, the City Council of the City of California City shall deliver signed copies of it to Governor Gray Davis, Secretary of Technology, Trade and Commerce Agency, Deputy Secretary of the Division of Science, Technology and Innovation, and the Chief Executive Officer of the California Space Authority, and that the Notice of adoption of this Resolution shall be posted as part of the Minutes of this body on the City's web site.
