SUPPORTING SPACE ENTERPRISE IN CALIFORNIA
Resolution No. 2003-098

I, DENISE PENNELL, Clerk of the Board of Supervisors of the County of Kern, State of California, hereby certify that the following resolution, on motion of Supervisor Maben, seconded by Supervisor Patrick, was duly and regularly adopted by the Board of Supervisors of the County of Kern at an office meeting thereof on the 11 th day of March 2003 by the following vote and that a copy of the resolution has been delivered to the Chairman of the Board of Supervisors.

Section 1. WHEREAS:

(a) California is the world's center for the design and manufacture of satellites and other space hardware that contribute to scientific exploration, including support of the International Space Station and the Space Shuttle Program, weather prediction, communication, entertainment, and national security by virtue of the fact that the state boasts "end-to-end" capabilities including research, design and development, manufacturing, launch, on-orbit operations, and space-based services; and

(b) Kern County's legacy in space flight includes the first supersonic flight, the first landing of the space shuttle, and numerous programs that were essential in advancing America's achievements in both manned and unmanned space exploration; and

(c) California hosts more NASA centers than any other state, including Ames Research Center, the Jet Propulsion Laboratory, and the Dryden Flight Research Center, which, when coupled with California's institutes of higher education have produced engineers and skilled workers with the intellectual capital and innovation capable of fostering new and expanded growth areas of California's space legacy and greater economy; and

(d) California employs approximately 180,000 people in space enterprise activities, and when g commercial applications of space technology are added together they account for 28% of the global space ¥-market or $24 billion worth of business to space companies throughout California; and

(e) California's aerospace industry plays a vital role in developing the technologies that will support gj°Ë our national Homeland Defense strategy; and

(f) Other states that recognize the economic importance of space enterprise in their communities 9 have been aggressively recruiting many California businesses to relocate from California with the | enticements of tax incentives and other economic inducements;

Section 2. NOW, THEREFORE, IT IS HEREBY RESOLVED by the Board of Supervisors of the County of Kern , State of California, that:

1. The Board does hereby support the development of space enterprise in order to retain and grow the prestige, jobs, and associated economic benefits of a robust space enterprise community and the development of new services that it provides.

2. The Board urges the Governor and the Legislature to develop and make known a State space policy that encourages, retains, and expands space enterprise and its economic benefits.

3. The Board urges the Governor and the Legislature to provide full budgetary support for efforts by the Office of Military Base Retention and Reuse to conduct a robust and active program of education and advocacy to identify and retain military installations and their assets located in California, and to provide a central clearinghouse for all defense retention, conversion, and base reuse activities, which are vital to the development of space enterprise in California.

4. The Board commends the Governor's Homeland Security Advisor for his work, in cooperation with the Governor's Office of Emergency Services, the Governor's Office of Planning and Research, California National Guard, the California Space Authority, and other appropriate parties in the research and potential use of space technology necessary to meet California's homeland security goals and objectives; and

5. Copies of this resolution be provided to Governor Gray Davis, Lt. Governor Cruz Bustamante, the Honorable Members of the Legislature representing Kem County, the Director of the Military Base Retention and Reuse, and the Chief Operating Officer of the California Space Authority.
