 RESOLUTION NO. 2002-02
RESOLUTION OF THE SAN BERNARDINO INTERNATIONAL AIRPORT AUTHORITY IN SUPPORT OF THE SPACE ENTERPRISE PROGRAM
Whereas, large clusters of space enterprise manufactures have settled in California thereby making this State one of the few in the nation with the end-to-end capabilities of research and design. manufacture, launch, and systems management; and,
Whereas, our community has tong benefited from the jobs and economic growth that has occu Ted due to a prosperous space enterprise climate in California and we boast today approxrmately 3,630 jobs in our community associated with space enterprise; and,
Whereas, as growth in space enterprise services such as global positioning systems, reD iote sensing and satellite imaging continues to evolve from an industzy dominated by governmental contacts to one that is commercially-driver' and project oriented, on community is certain to build upon our economic foundation as new markets are (reated by the demands of consumers; and,
Whereas, at least 40 countries and 18 states are eagerly competing for a share of the expansü n of the worldwide space market, thereby creating competition to our community a its ability to retain and grow the estimated 373 space enterprise businesses located within our borders; and,
Whereas, in addition to the jobs and revenues created by space enterprise in our community, we recognize that we host impressive educational facilities, faculties, technical education and training programs all poised to assume a vigorous proactive role Jn promotin~ and addressing space- enterprise needs throughout the state; and,
Now, Therefore, be it Resolved by the San Bernardino International Airport Authority (SBIAA) that SBIAA does hereby support the development of space enterprise C ,nsistent with prudent environmental sensitivity and minimal regulation in order to retzin and grow the prestige, jobs and associated economic benefits of a robust space enter] ,rise community and the services development of new services provided therefrom; aid,
Be it Further Resolved that: SBIAA shall support and foster the development of appropri;ite space enterprise activities in our community including space education and job training, flight infrastructure development and preservation, academic research and development, applied research, space business development, economic diversification, space vehicle launch activity and space-related tourism; and
Be it Further Resolved that: SBIAA commends the California Space Authority for its efforts to foster and maintain space enterprise in our community and throughout the State of California and that their continued efforts to educate policy makers and elected officids be supported for the economic betterment and diversification of the entire state; and,
Be it Further Resolved that: SBIAA announce and post in its website a specified date for each year to be honored as Space Day for the community and to support and ificourage educational programs within the community specific to space enterprise development; and
Be it Further Resolved that: SBIAA directs its administrative agencies to include, as 2 ppropriate, in theft respective written statements of responsibilities and duties an ele:nent that addresses our community's vigorous support of space enterprise development. Among other things this support shall include a streamlined permitting process, a tEpid response to industry problems under our jurisdiction, an immediate response to calls for assistance for expansion of facilities or potential location to our comlrnmity or appropriate space enterprise activities; and
Be it Further Resolved that: SBIAA, in cooperation with Caltrans. shall identify and preserve existing and projected land-based corridors, routes, and facilities necessary for space enterprise extra-legal permit loads and devise a method to continuously monitor and protest these routes from adverse actions by State, Federal, regional anctor local government agencies; and
Be it Further Resolved that: SBIAA upon adopting this Resolution shall deliver signed copies of it to the Governor, Secretary of Technology, Trade and Commerce Agency, De,uty Secretary of the Division of Science, Technology and Innovation, and the Chief ExecUtive Officer of the Califo Space Authority.
