To ensure California space enterprise ongoing mission success and market leadership, the California Space Authority (CSA) realized the importance of creating a partnership-based space enterprise strategic plan leveraging State, Federal and private sector resources and expertise. CSA served as facilitator for development of the 2004 plan and serves as facilitator for its implementation, bringing together the wealth of diverse talent, experience and resources resident within the California space enterprise community.

To facilitate the plan's implementation, CSA is forming five statewide "collaboratives", one for each of the strategic initiatives. Each statewide collaborative will be a group of CSA members and public sector space stakeholder liaisons with special interest or expertise in a domain corresponding to a strategic initiative within the 2004 California Space Enterprise Strategic Plan. Each collaborative will support and identify resources for the performance objectives within its assigned strategic initiative. It will provide direction and assign implementation responsibility for specific tasks and objectives and will monitor implementation progress of the strategic initiative for which it has been formed. Collectively, the collaboratives will fuel the plan's implementation. Collaborative chairpersons will make regular progress reports to the Space Enterprise Advisory Council (SEAC) and, as appropriate, to the CSA Board of Directors, which will continue to act as trustee for California space enterprise strategic planning. Implementation of the Plan will be reported through the CSA website.
