Background
In 1998, the California Space Authority, assisted by 300 statewide space stakeholders representing 125 organizations, developed the first-ever "California Space Strategic Plan". Twenty-one strategic priorities were identified to enhance the robustness of statewide California space activity. The implementation period for the Plan was 1999-2001.
2004 California Space Enterprise Strategic Plan Update
Much has changed since the development of the original California Space Strategic Plan. The California Space Authority recognized a need to update the Plan to address a changing environment impacting statewide space enterprise. New space enterprise-related factors included the impacts, challenges and opportunities of an expansion of space-based consumer/business services, emergence of space-related homeland security opportunities, the continuing high cost of space access and a growing need for transformational launch and satellite-related operational responsiveness and space integration. In addition, California space enterprise is faced with new competitiveness and regulatory issues on the local, state, national and international fronts, as well as competition for California space assets from other states and countries. Working together, California space enterprise can more fully realize its opportunity to showcase its economic and strategic importance to new administrations at both the federal and state levels, garnering support for enhanced public appreciation for space enterprise benefits and services, as well as increased investment in space-related technologies.
The current update of the Plan began December, 2003, when the California Space Authority (CSA) established the Space Enterprise Advisory Council (SEAC) to support the CSA Board of Directors and oversee a three-month process which would culminate in the new "California Space Enterprise Strategic Plan". Composition of the SEAC includes executive and senior-level managers of key statewide space enterprise organizations: space-related corporations and suppliers; workforce and economic development entities; civil and national security sites and installations; local, state and federal public-sector space stakeholders.
Between January and March, 2004, the SEAC reviewed inputs from 12 working groups (later merged to 8) representing key domains critical to California space enterprise vitality. Working group participants were drawn from California's diverse statewide network of civil, commercial and military space stakeholders, as well as the public-sector organizations and agencies that support them.
