Judy Turner is the Director of Programs and Partnerships for the California Space Authority, Inc. (CSA) a non-profit corporation founded to promote and advocate the continuing development and growth of California's Space enterprise community. In this capacity, Judy has responsibility for overall management of the $15 million three-year grant from the U.S. Department of Labor's WIRED (Workforce Innovation through Regional Economic Development) Initiative incorporating over 60 industry, government, education, economic development and workforce development entities within California's Innovation Corridor. This project includes activities in 13 California counties from Alameda to San Diego and addresses three major issues: entrepreneurship development, global manufacturing competitiveness and creation of the next generation of innovators and technicians.
Judy is also the CSA Southern California representative and is housed out of the Torrance office. A California native, Judy graduated from the University of California at Santa Barbara and has held numerous high level positions in government, as well as the public and private sectors.
Appointed by Governor Pete Wilson as the Director of the Los Angeles office of the California Technology, Trade and Commerce Agency, Judy provided leadership to state economic development initiatives for five counties of the greater Los Angeles area. In that capacity, Judy acted as the Governor's representative with local business and economic development officials, addressed and resolved policy issues affecting economic growth in the five county region, advised elected officials, public and private sector economic development partners and the business community on Agency programs, workforce initiatives and economic development policy issues. She also provided indirect oversight of the management of the regional office staff and budget while serving on various task forces, advisory boards and committees to address local and statewide economic development. Her role also resulted in her leading numerous high profile projects requiring a high degree of sensitivity while developing partnerships with numerous public officials, economic development entities and private companies.
Judy's private sector experience includes senior management in a regional economic development corporation as well in business incentive consulting with two major international firms. Her work in this capacity included the development of a Southern CA practice specializing in employment and training grant programs, primarily focused on the California Employment Training Panel (ETP) funds. Her role as a senior manager included responsibility for managing projects, developing and maintaining client relationships, and delivering innovative solutions. Judy also represented her employer on various public-private boards and economic development committees including the Los Angeles Economic Development Corp., the Central City Association and the California Fashion Association. |
