Seastrand Wins SOFTEC Impact Award
Multi-year NASA Authorization Bill Signed
The President signed a multi-year NASA authorization bill into law (Public Law 109-155) on December 30, 2005. The House version of the bill (H.R. 3070) was led by Rep. Ken Calvert, Chairman of the House Space and Aeronautics Subcommittee and it is the first NASA authorization bill to become law in more than five years. The bill authorizes funding for NASA for FY 2007 and FY 2008, endorses the President's Vision for Space Exploration as well as enables NASA to carry out a prize program. In addition, the bill supports a shuttle mission to the Hubble Space Telescope, provides guidance for the transition from the space shuttle to the Crew Exploration Vehicles, designates the U.S. portion of the International Space Station (ISS) as a "national laboratory", requires that at least 15 percent of spending for the ISS be used for microgravity research, and requires the National Academy of Sciences to review NASA's K-12 education programs.
FAA Rules
The FAA recently published proposed rules for space tourism, including both passengers and pilots of suborbital flights. The public is invited to comment on the proposed rules.

Agricultural GIS Education Symposium Jan 19-21
ORGANIZED with support from a USDA grant, Ventura College (Ventura, California), Allen Hancock College (Santa Maria, California), and the University of California, Kearney Agriculture Center. It will be held at the Shore Cliff Lodge in Pismo Beach, CA.
Workers Comp Survey
The California Chamber of Commerce has asked various industry organizations to complete a survey from the state Division of Workers' Compensation to help the state evaluate the impact of the workers' compensation reforms. To assure the state will have as much information as possible on how the changes in the workers' compensation system have affected businesses in California, please complete the survey ASAP.

Space Exploration Alliance Blitz
The Alliance will return to Washington, D.C., on February 9 and 10 to meet with Congressional members and staffers from all 50 states. The purpose of this Blitz is to confirm the support of the Alliance, which includes more than 15 non-profit organizations, for NASA's space exploration activities. CSA Announces Election of New Board Members
Two new members will join the CSA Board of Directors in January 2006. They are Drexel Smith, Senior Vice President, Wyle Laboratories in the South and Mike Manchak, Excecutive Director, San Luis Obispo Economic Vitality Corp. in Central. In addition, four existing members will return -- Chris Hoeber and Celeste Ford in the North, Jim McGlothlin in Central, and Michael Van Scoy in the South.

New SPAWAR Commander Announced
Chief of Naval Operations Adm. Mike Mullen recently announced the following flag officer assignment: Rear Adm. (lower half) Michael C. Bachmann is being assigned as commander, Space and Naval Warfare Systems Command, San Diego, Calif. Bachmann is currently serving as vice commander, Naval Air Systems Command, Washington, D.C.
