California Space Enterprise Strategic Plan Receives Special Recognition
At the February 28, 2006 conference of the Association for Strategic Planning (ASP), the California Space Authority received ãSpecial Recognitionä for facilitating development of the statewide 2004 California Space Enterprise Strategic Plan. ASP is a nonprofit professional organization focusing on best practices and effective uses of strategic planning nationwide. CSA board member Stan Rosen, Toffler Associates and CSA partner Victoria Conner, Strategic Vitality, LLC gave a joint presentation on the 2004 Plan development at one of the conference's 40 break-out sessions.
Support Needed for SB 1698 and the Space Grant Program
CSA requests your assistance. We are working to fund the Space Enterprise Competitive Grant Program. Senator Roy Ashburn has just introduced Senate Bill No. 1698, which would appropriate $2 million from the General Fund to the Business, Transportation and Housing (BTH) Agency for purposes of funding the California Space Enterprise Competitive Grant Program. JPL Partnering Opportunities, April 18

Ashburn's SB 1671 Provides Loan at Mojave (PDF)
Building on the recent successes of Burt Rutan's SpaceShipOne team, we at CSA support efforts to ensure the competitive edge of the Mojave Spaceport. As such, we ask for your help in supporting Senator Roy Ashburn's Senate Bill 1671. This measure will secure an $11 million loan for the construction of a terminal and advanced research and development facilities at the Mojave Spaceport. Please use CSA's letter (make these words a link to a PDF) as a model to construct your own. Senator Ashburn could use your support in this endeavor.

ISCe International Reception And Roundtable
As part of the 2006 International Satellite and Communications exchange (ISCe) Conference and Expo, the California Space Authority, Hannover Fairs USA and the AIAA have organized an International Reception that will immediately precede the ISCe Awards Dinner to be held on Wednesday June 14, 2006 (beginning at 6:30 pm) at Sea World in San Diego, California. Those invited to attend the reception and dinner are also welcome to attend the VIP Breakfast, Plenary Session, the International Roundtable and the Exhibit Hall on June 15, 2006 at the Hilton Resort at Mission Bay in San Diego California. The International Roundtable will look at markets in Asia, Europe and the Americas. There is a single fee of $80 for those participating in the above activities. Full conference registrants are invited to participate in all these events at no additional cost. LockMart Supports Aerospace at Cal Poly SLO
Lockheed Martin will give four $2500 scholarships to freshman majoring in aerospace engineering at Cal Poly San Luis Obispo. "We hire many Cal Poly gards from all different majors; in fact, Cal Poly now ranks as our No. 2 supplier of new employees worldwide", said Mark Crowley, VP of LMCO's Military Space Programs and Chairman of CSA's Board of Directors.
Space Venturing Forum, May 4
With direct involvement from the International Association of Space Entrepreneurs and the MIT/Caltech Enterprise Forum, the Space Venturing Forum promises to be the premier event for pertinent and open discussions regarding recent and future developments in space entrepreneurship. Business leaders that are scheduled to appear include: Burt Rutan, designer of SpaceShipOne; Dennis Tito, the first space tourist; Robert Bigelow, the owner of Bigelow Aerospace; Elon Musk, CEO of Space Exploration Technologies; and Peter Diamandis, chairman of the X Prize Foundation.
Governor Appointment
Garrett Ashley, 39, of Sacramento, has been appointed undersecretary for international trade at the Business, Transportation and Housing Agency. He has served as deputy chief of staff for the Office of the Governor since 2003. Ashley was previously executive director of TechNet, a high-tech political advocacy association, chief of staff for United States Congressman Steve Kuykendall and chief deputy director for the Office of Emergency Services. This position does not require Senate confirmation and the compensation is $127,000. Ashley is a Republican.
