Space Enterprise: California Gold

California has a tradition of conquering new competitive frontiers. The state's legacy includes not only the prosperity of the nineteenth century Gold Rush, but pioneering efforts to open the space and information technology frontiers which have changed the world.

With experience honed in the early years of aviation, California ingenuity and intellectual capital has been at the forefront of the space frontier for nearly half a century. Fifty years of statewide research and development and systems engineering experience have developed technologies assuring mission success in all three space enterprise domains: commercial, civil and national security.

Space Enterprise Advisory
Council (SEAC) Message

In December of 2003, the California Space Authority (CSA) established a statewide body of space professionals and public-sector space stakeholders to support the CSA Board of Directors in efforts requiring broad-based expertise and experience in the global, national, statewide and local space arenas. The statewide Space Enterprise Advisory Council (SEAC) had, as its first assignment, the development of the 2004 California Space Enterprise Strategic Plan.

The purpose of this plan was to provide a roadmap to guide the collective efforts of California's space enterprise community and public-sector stakeholders to ensure continued growth and development of this key economic sector.

California enjoys a statewide space enterprise community unmatched anywhere in the world. The state's end-to-end space capabilities, from research and development through manufacturing to launch and on-orbit operations and service delivery, are all facilitated by California's rich mix of intellectual capital, investment in innovation, leading edge technology development and market savvy. For both mission and market success, California's endto- end space continuum, space enterprise experience level and the nexus of both technology and market leadership equate to an advantage in risk aversion, innovation and industrial base vitality.

Collectively, we have charted a course based on five strategic initiatives which will ensure a space enterprise-friendly business environment and retention of space enterprise, provide for infrastructure and industrial base enhancement, assure public and policymaker awareness, foster space education and workforce development and facilitate space science, research, development and innovation.

We estimate that the development of the 2004 California Space Strategic Plan garnered over one million dollars of in-kind support from statewide space enterprise volunteers with decades of experience. We express our gratitude and appreciation to the CSA Board of Directors, the Honorary Chairmen of the Space Enterprise Advisory Council and our Working Group Chairs, as well as the dozens of volunteers and space stakeholders supporting this effort.

While the planning has been productive, the proof will be in the results of the collaborative implementation. Let the implementation begin!

CSA Board Message

California space enterprise involves a diverse community. It includes companies involved in the production, launch, and operation of space systems for public and private use, as well as organizations that deliver commercial space services. In addition, it encompasses educational, scientific, and other organizations essential to effective space activity. As an economic sector, the California space enterprise represents approximately 24% of the $83 billion annual global space market, and produces over 60% of the world's satellites.

The California Space Authority helps coordinate and support this vast enterprise, providing Voice, Visibility and competitive Edge to corporations, companies, entrepreneurs, scientists, researchers and other space enterprise community stakeholders throughout the state. Our advocacy, public and policymaker awareness and infrastructure and business development efforts support the California space enterprise community in a myriad of ways.

The collaborative work of the California Space Authority and California's statewide space enterprise community in developing the 2004 California Space Enterprise Strategic Planis one of these efforts. As the implementation phase of the plan begins, we see the need for even greater partnership among California space stakeholders in industry, small business, government and the academic community.

On behalf of the Board of Directors of the California Space Authority, I congratulate the stakeholders involved in development of this strategic plan. For both the space enterprise community and the California citizens who stand to benefit from a robust California space enterprise, CSA will continue to facilitate ongoing efforts to use this plan as an effective guide for promoting California's space interests.


CSA Project Team Message

The 1998 California Space Strategic Plan developed by the California Space Authority was the first true statewide space strategic plan in the United States. It signaled to the national space community the emerging importance of state participation and support in what had traditionally been a federal arena.

Acting on recommendations from the inaugural strategic plan, CSA has taken on a larger role in the national space arena, co-founding the National Coalition of Spaceport States and assuming leadership positions in the Aerospace States Association and now in national coalitions forming around the space exploration vision.

Recognizing the value of collaborative strategic visioning from the first plan, the CSA Board of Directors has committed the California Space Authority to serving as the ongoing “trustee” of the California Space Enterprise Strategic Plan. The actions outlined in this new plan will be shared by a diverse body of implementing entities which includes, but is not limited to, the State of California.

As we collectively implement the performance objectives in this new plan, we thank the hundreds of supporting organizations and individuals without whose commitment this plan could not have been produced. We also salute the stakeholders involved in California's first space strategic planning effort, those upon whose shoulders we stand. The new 2004 California Space Enterprise Strategic Planwill enable California Space Authority to expand its leadership role in both state and national space enterprise. We thank all the organizations and individuals involved.
