Transformational Communications

The ability of forces to communicate and operate seamlessly on the battlefield is critical to success. How do government decision-makers assure private, internet-like services that are allocable and secure for warfighters and other users? The Department of Defense Transformational Communications Office (TCO) was established to “coordinate, synchronize, and direct execution of a Transformational Communications Architecture”. In the long term, development of this architecture will ensure integrated “always-on” net-centric communications to meet both the unique and joint needs of a variety of government users. What's the status of the effort? What milestones are being met? What challenges lie ahead? Christine Anderson, director of the MILSATCOM Joint Program Office, Space and Missile Systems Center, LAAFB (formerly deputy director, TCO) will give a status report on the development of the Transformational Communications Architecture and the plan to reach the end state.

Christine M. Anderson, a member of the Senior Executive Service, is Program Director, Military Satellite Communications Joint Program Office, Space and Missile Systems Center, Air Force Space Command, Los Angeles Air Force Base, California. Ms. Anderson is responsible for the acquisition and sustainment of extremely high frequency and super high frequency communications satellites, mission control systems and associated terminals for the Department of Defense, representing about $2 billion per year of investments. She is also directing the Transformational Communications MILSATCOM Program, which is the space-based transport layer of the Global Information Grid, moving the Department of Defense from circuitbased to intranet protocol-based satellite communications. Ms. Anderson has served in a wide range of research and development positions, including Director of Space Vehicles at the Air Force Research Laboratory. She is also the founder and first chair of the Space Technology Alliance, a forum for increasing collaboration and leveraging of research and development activities across the government, industry and academia.

Ms. Anderson is a Fellow of the American Institute of Aeronautics and Astronautics. She is the recipient of the AIAA's Von Braun Space Program Management Award and Software Engineering Award, the Secretary of Defense Medal for Meritorious Civilian Service and the Air Force Association Lt. Gen. John O'Neill System Program Director Award. She was Appointed to the Senior Executive Service in 1996.

ISCe 2004: A Resounding Success!

Attendees at the recent International Satellite & Communications (ISCe) Conference and Expo in Long Beach, California expressed their optimism and excitement regarding the quality and growth of this annual satellite-based services event.

David Cavossa, executive director of the Satellite Industry Association (SIA) and co-host of ISCe, stated “ISCe has developed into one of the premier satellite events, which provides outstanding conference sessions, networking opportunities and excellent access to key decision-makers in the industry.”

This year's program featured senior leaders from the commercial, civil and military sectors who discussed several key issues and opportunities, including: defense & security systems, satellite entertainment, global navigation systems and advanced technologies and applications. Key speakers included Admiral James O. Ellis, commander of the U.S. Strategic Command, Robert Bednarek, executive Vice President, corporate development for SES GLOBAL; Maj. Gen. Robert “Bob” Kehler, director, National Security Space — DoD; Mark Dankberg, chairman & CEO of ViaSat; Dave Ryan, president of Boeing Satellite Systems International; and Gen. Eugene Tattini (Ret.), deputy director — NASA JPL.
