Trustee of the Nation's Largest Collaborative Space Enterprise
Strategic Planning/Plan Implementation Effort

Since 1998, when the California Space Authority was commissioned by the State of California to create the first-ever statewide space enterprise strategic plan, the California Space Authority (CSA) has served as the "trustee" of strategic planning for the California space enterprise community. The 1998 California Space Strategic Plan was the first statewide collaborative space planning effort in the U.S. involving all three domains: commercial, civil and national security. It received international attention from countries like France and Japan, as well as attention from other states. It was the first plan to engage a broad, collaborative stakeholder base of hundreds of planning participants that included industry, economic development and workforce entities, education/academia and government. Most importantly, it was the first plan to leverage statewide and national space assets and resources through innovative, collective implementation of objectives designed by stakeholders themselves.

The California space enterprise tradition of collaborative, consensus-based strategic planning has continued now for a decade, with the California Space Authority facilitating development and implementation of the 2004 California Space Enterprise Strategic Plan and also development of the California Space Enterprise Strategic Plan 2007-2010, which is now being implemented collaboratively statewide. CSA has established the Space Enterprise Advisory Council (SEAC) to guide collaborative strategic planning efforts on behalf of the CSA Board of Directors. Topic-oriented Collaboratives and Working Groups are the mainstay of the implementation effort (see the org chart below).

Guidance and Support for California Space Enterprise Strategic Plan

A representative body of statewide space enterprise stakeholders from commercial, civil, and national security space activities plus key local, state and national space stakeholders, the SEAC supports the CSA Board of Directors in providing guidance and expertise on developing and implementing the California Space Enterprise Strategic Plan.

CSA facilitated development of a space-related manufacturing and infrastructure initiative as part of the 2004 California Space Enterprise Strategic Plan. The purpose of the initiative is to sustain and enhance these areas in California. To facilitate implementation of this initiative, CSA is in the process of forming a statewide collaborative to be responsible for implementation of initiative-related performance objectives.

California Space Authority maintains an active annual marketing schedule which includes speaking engagements, conference and trade show participation, hosting of roundtables and issue forums, as well as maintenance of a California space enterprise website. CSA's SpaceBound! newsletter and SpotBeam California, CSA's electronic bulletin, are distributed to thousands of space stakeholders and influence-makers nationwide.

Public and Policymaker Awareness

CSA facilitated development of a public and policymaker awareness initiative as part of the 2004 California Space Enterprise Strategic Plan. Its purpose is to educate the general public and California policymakers – local, State and Federal – about the benefits, scope and needs of California space enterprise. To facilitate implementation of this initiative, CSA is in the process of forming a statewide collaborative to be responsible for implementation of initiative-related performance objectives.

Space Education and Workforce Development

As part of the 2004 California Space Enterprise Strategic Plan, CSA facilitated development of an initiative to enhance space-related education and to ensure an appropriate 21st century space workforce. To facilitate implementation of this initiative, CSA is in the process of forming a statewide collaborative to be responsible for implementation of initiative-related performance objectives.

Space Enterprise Business Development, Retention and Growth

CSA facilitated development of a business development, retention and growth initiative for California as part of the 2004 California Space Enterprise Strategic Plan (pdf. The purpose of the initiative is to provide a positive, supportive business climate and space enterprise environment, addressing obstacles to and opportunities for, California space enterprise competitiveness. To facilitate implementation of this initiative, CSA is in the process of forming a statewide collaborative to be responsible for implementation of initiative-related performance objectives.

Space Science, Research and Technology Development

As part of the 2004 California Space Enterprise Strategic Plan, CSA facilitated development of an initiative with the purpose of fostering and supporting space-related science, research, technology development and innovation. To facilitate implementation of this initiative, CSA is in the process of forming a statewide collaborative to be responsible for implementation of initiative-related performance objectives.

The California Space Authority (CSA):
ÒTrusteeÓ of the California Space Enterprise Strategic Plan

In 1998, the California Space Authority developed the first-ever California Space Strategic Plan, bringing together statewide space stakeholders from public and private entities in all three domains: commercial, civil and national security space. Thereafter the ÒtrusteeÓ of statewide space enterprise strategic planning, CSA in 2004 coordinated development of the 2004 California Space Enterprise Strategic Plan. Thirteen entities co-sponsored the 2004 Plan, 345 public and private sector space stakeholders representing 146 organizations participated in its creation. At the heart of the Plan were five strategic initiatives, with statewide implementation Collaboratives organized around each initiative: Space Enterprise Business Development, Retention and Growth (BDRG); California Space Industrial Base Vitality (CSIBV); Space Science, Research and Technology Development (SRTD); Space Education and Workforce Development (EWD); Public and Policymaker Awareness (PPA). During its three year implementation period, the 2004 Plan has also generated three working groups: Space Manufacturing (SMG), New Space Professionals (NSPWG); Small Business (SBG).

The 2004 California Space Enterprise Strategic Plan implementation period ends at the end of 2006. To ensure continuity of California space enterprise strategic planning, CSA will be coordinating final implementation of the 2004 Plan in conjunction with development of a new Ò2007-2009 California Space Enterprise Strategic PlanÓ in the coming months. The Collaboratives and working groups mentioned above will share responsibility for both, with the California Space Enterprise Advisory Council (SEAC) providing guidance and direction in support of the California Space Authority Board of Directors.
